Accountability Update

Latest from KDE regarding progress of accountability revisions since the USED feedback.
Looks like the next submission date will be February 8th and first reporting with 5 star rating
system scheduled for Fall 2019. ELA Standards Advisory Panel meets this Wednesday,
January 31st.

Identification of Low Performing School in Fall 2018
Kentucky Department of Education representatives have been working with officials from
the U.S. Department of Education (USED) on the approval of our Consolidated State Plan
(CSP). The CSP is the state’s proposal and assurance for meeting the requirements of the
Every Student Succeeds Act (ESSA) and other federal Title programs. Our original CSP
was submitted in September 2017. USED provided initial feedback to KDE in late
December and multiple discussions with USED have occurred since then. The Kentucky
Board of Education’s vision for accountability and the feedback from the many
Kentuckians who participated in the development of the new accountability system have
driven the discussions.

During the CSP negotiations, USED has stated that Kentucky must submit a new list of
Targeted Support and Intervention (TSI) and Comprehensive Support and Intervention
(CSI) schools in fall 2018. Data from 2017-18 will be used for reporting and to identify
schools needing support and assistance.

Therefore, TSI and CSI schools will be identified at each level (elementary, middle and
high) in fall 2018. Schools not identified with either federal label will be called “other”.
The exact measures used for identification are still being negotiated. KDE anticipates using
the K-PREP assessments at elementary and middle school levels and the graduation rate
and the ACT at the high school level. Also, other measures like Transition Readiness at
high school may be used. The first reporting of the complete 5 star-rating system is
scheduled for fall 2019.

The Kentucky Board of Education will discuss any proposed changes to regulation 703
KAR 5:270, Kentucky’s Accountability System based on specific USED feedback at its
regular February meeting, February 7.
The identification of TSI and CSI will be clarified and re-submitted in Kentucky’s updated
CSP on February 8.

ENGLISH LANGUAGE ARTS STANDARDS ADVISORY PANEL TO MEET
(Frankfort, KY) – The English Language Arts (ELA) Standards Advisory Panel will meet Wednesday, January 31, from 10 a.m. – 5 p.m. ET, at the Kentucky Department of Education, 300 Sower Boulevard, 1st Floor, Conference Room C, in Frankfort. The advisory panel (AP) will continue its work Thursday, February 1 and Friday, February 2 from 8 a.m. – 4:30 p.m. ET, at the Holiday Inn, 1000 Vandalay Drive, Main Conference Room, in Frankfort.

Senate Bill 1 (2017) calls for the Kentucky Department of Education to implement a process for reviewing all academic standards and aligned assessments beginning in the 2017-18 school year. The current schedule calls for one or two content areas to be reviewed each year and every six years after that on a rotating basis.

The ELA Standards AP is comprised of 29 members including elementary, middle and high school teachers, members from post-secondary education, and representatives from the Kentucky business community.
